The continuance of the turn between 2-3 is very important. Less turn can be made between 1-2.
It's really a forward step, then transfer weight and turn shoulders and ribs to right, to lead lady outside partner.

At the end of S, pay special attention not to drop left shoulder. Keep it very "up".
Scooping action, keep head movement smooth.

If Man shapes, Lady turns her head to R. (can keep head left. But if Lady turns her head to R, make sure she doesn't go into his space. Lady still needs to stay left. No crooked neck.)
Though it says "cont to rise on 2", Foxtrot, in general, is very flat. Often, Lady tends to pop up to much. Suppress the rise, stay fairly flat. Absorb rise with knee
Connect R shoulder down, grounded, drive through R side.
Compared to normal Natural Turn, this heel turn in Natural Weave has less turn, but body kept rotate to R, it becomes L side positive to prepare for OP.
Raise the ankles, feet goes onto toes. It feels like ankles/knees/thighs/hips are quite forward connected with Man, increases front curve in head as well. Create counter balance with knees forward and head back, so Lady can balance on her own.
L side moving forward (feels like L shoulder forward)

Do not pop up, stay flat, absorb rise with knee.
Think about extend right side even more, do not drop left side.
Shaping: head could turn right, but keep head weight left. Do not get into Man's space.
Different from Natural Turn: hips stay square, but frame continues to turn to do left side leading so lady can step OP on step 4 in Natural Weave.

Use CBMP so Lady can pass Man.
Flat (Whenever there are multiple's of Qs in Quickstep, rise is suppressed, stay flat)

Head/spine all on left side of body, connect down to LF.
The weave part can be repeated.
Some prefer the last weave to have the rise (signaling the end of weave) on LF

Swing R side/ R leg. RF point fwd first, then turn feet. Head will turn to L as well.
Shaping: head turn back to left on this step.
More advanced way of doing it is to swing R leg, RF steps forward down LOD and then swivel, ending BDW.

Note:
The way to tell what step Man is leading Lady into:
Natural Turn: Man does not shape, Man does not turn.
Natural Weave, Man shapes body, leads Lady to turn their head to R. Man does not turn body to his R.
Hover Cross: Man shapes and turns.
The Weave can go more toward center or down the floor, depending on how close the couple is to the center.
Silver and Gold: The Natural Weave may be started in PP in which case the Lady would omit her Heel Turn and step diagonally forward RF on step 2. Precedes would be: Open Telemark, Hover Telemark to PP, Outside Swivel, Open Impetus
